GET INI VALUE
This function returns the integer value of a key in a given section.

ARGUMENTS:
* Ini Number = number that identifies the INI file (1 to 256)
* Section Name = name of the section
* Key Name = name of the key
* DefaultValue = value that is returned if the key can't be found.

RETURNS:
The value of the key.

Return Integer=GET INI VALUE(Ini Number,Section Name,Key Name,DefaultValue)
